Siliguri Jalpaiguri Development Authority

Siliguri Jalpaiguri Development Authority , or, SJDA has been established in 1980 under the West Bengal Town & Country (Planning & Development) Act, 1979. The SJDA Board now consists of 14 (fourteen) members including Chairman. The term of the Board is normally three years.

SJDA is a nodal agency for the development of areas including the towns of Siliguri, Jalpaiguri and urbanising Area of Naxalbari within its jurisdiction spread over 1162 sqkm. With a population of around 10.52 lakh.

The area includes one Municipal Corporation, or the Siliguri Municipal Corporation and one Municipality, the Jalpaiguri Municipality .

The functions of the Authority is to prepare and enforce a Land Use and Development Control Plan, or, LUDCP to prescribe use of land within its area, to prepare development plan for the area and execute these directly or through other agencies, promote industries and housing and commercial complexes develop infrastructure like road, electricity, water, sewerage and drainage, and help creation of social infrastructure to co-ordinate development activities of all departments and agencies of the State Government or local authorities operating within the Planning Area. To facilitate its developmental programme SJDA has amended its Land Use & Development Control Plan.

SJDA has taken various measures for both Commercial and Social infrastructure development since its inception. The Authority has developed some important projects like:

Fulbari-Ghoshpukur Bypass Road , Ektiasal Road , Siliguri, Baribhasa Connector of Eastern Bypass. The construction of the Third Mahananda Bridge along with approach road connecting North Bengal Medical College is under construction.

To meet the growing demand for commercial place the Authority has completed Sevoke Road Commercial Complex, Dr BR Ambedkar and Sahid Khudiram Bipanankendra.

The Authority has taken up projects like Composite Complex, Jalpaiguri, Residential Complex (Himachal Bihar), Santinagar Housing Complex…to provide land for residential, office and recreational purposes.

For developing a modern Industrial Estate SJDA has taken Area Development and Industrial Estate Project in Rupsing and Bairatisal mouzas and process for land acquisition has been initiated.

Development of a Satellite Township in the resumed land of Chandmari Tea Estate in the joint sector with WBIDC and Luxmi Township Private Limited is in progress.

Extension of the Planning area of the Authority is under active exercise.

To provide night shelter to the relatives of the admitted patients of Sadar Hospital , dormitory-cum-Market Complex at Jalpaiguri is being constructed by the Authority.

SJDA has taken up the construction of a Mini Bus Stand at Kadamtala, Jalpaiguri to reduce the parking volume and make systematic flow of traffic there.

For extending the Vivekananda Road upto New Jalpaiguri as alternative route the Authority has taken construction of a Bridge over river Jorapani.

For multipurpose cultural activities of the local community, two open Air Theatres are being constructed at Ghughumali and Pradhannagar. The Authority has also constructed an Auditorium-cum-Art Gallery at Jalpaiguri for enrichment of cultural aspirations of the people of this area.

The Sports Complex at Jalpaiguri is being developed by the Authority as a Regional Sports training centre.

The existing Bus Stand at Netajipara, Jalpaiguri is being renovated by the Authority for additional terminal facilities, rest rooms, Marketing Complex. The Authority has also taken up the project to construct Truck Terminal at Matigara and Phulbari. It provides integrated facilities such as Dhaba, Spareparts shops, Petrol Pump, Medical unit…

A ‘Paribahan Nagar' at Siliguri and a ‘Truck-Terminus' at Phulbari-Ghoshpukur Bye-Pass have been developed.

 

Sriniketan Santiniketan Development Authority

Sriniketan Santiniketan Development Authority , or, SSDA has been established in 1989 under the West Bengal Town & Country (Planning & Development) Act, 1979. The SJDA Board now consists of 13 (thirteen) members including Chairman.

SSDA has the rural and Urban areas under its jurisdiction with a total planning area of 106.281 sqkm. The Bolpur Municipality is under the jurisdiction of SSDA, with a population of 1, 35, 825.

The functions of the Authority is to prepare and enforce Land Use and Development Control Plan, or, LUDCP to prescribe use of land within its area; to prepare development plan for the area and execute these directly or through other agencies; promote industries and housing and commercial complexes develop infrastructure like roads, electricity, water, sewerage and drainage, and help creation of social infrastructure to co-ordinate development activities of all departments and agencies of the State Government or local authorities operating within the Planning Area. The Land Use Development Control Plan of the authority has been prepared and shall come into operation shortly.

The Authority has taken various development works in its planning area. Bolpur Bypass Road Project has been taken up to solve the problem of traffic congestion of Bolpur.

The Authority has constructed an important Satellite township ie Prantik township. The Authority has also taken up the work for construction of Commercial Complex at Prantik Township . SSDA has taken up a joint venture housing project with Peerless Housing Company.

First phase of a Cultural Complex under the name and style, ‘Geetanjali' has been completed. Detailed planning for the Second phase is in progress. Village link roads are being developed for better connectivity.

 

Asansol Durgapur Development Authority

Asansol Durgapur Development Authority, or ADDA, has been established in 1980 under the West Bengal Town & Country (Planning & Development) Act, 1979. The SJDA Board now consists of 13 (thirteen) members including Chairman. The term of the Board is normally three years.

ADDA has a vast jurisdiction of approximately 1615 sqkm, spread over in two Sub-division. Asansol and Durgapur of Burdwan district. Its jurisdiction covers a population about 43, 48, 773.

The area includes two Municipal Corporations…Asansol Municipal Corporation and Durgapur Municipal Corporation and three Municipalities…Raniganj, Jamuria and Kulti.

The functions of the Authority is to prepare and enforce land use and Development Control Plan, or, LUDCP to prescribe use of land within its area, to prepare development plan for the area and execute these directly or through other agencies, promote industries and housing and commercial complexes develop infrastructure like road, electricity, water, sewerage and drainage, and help creation of social infrastructure to co-ordinate development activities of all departments and agencies of the State Government or local authorities operating within the Planning Area. Outline Development Plan of the Planning Area has been completed. Revision of LUDCP is in progress.

ADDA has taken up comprehensive Area Development schemes both for development of Industries and Townships. In the Industrial Zones it develops plots with road and other infrastructures and offers plot to large medium and small industries.

For Small industries, water lines and electrical supply network are provided by ADDA. In case of large and medium industries ADDA coordinates with the Durgapur Projects Limited and DMC to make available water and with DPL, DVC and WBSEB to make available power to industries in areas under the commands respectively.

In township areas ADDA develops residential plots of different size for allotment to individuals Group Housing cooperatives, Government and semi-Government Offices, Industries and business companies…It provides roads and all other infrastructure and public amenities. ADDA also takes up Comprehensive Area Development schemes for developing business and commercial facilities. ADDA lays stress on developing land for creation of social infrastructure like schools, colleges, Guest Houses and amusement parks…

ADDA consistently develops rural urban linkages and provides drainage, sewerage, water supply public utilities irrigation…to the urban rural and fringe areas out of its own fund as well as from the Government fund.

In field of Development of Infrastructure and Area Development, ADDA's salient achievements are:

Development and Improvement of Rural-Urban Connectivity 320 Km of roads have been provided at a total cost of Rs 1220.00 lakh. Drainage and sewerage schemes at rural and urban area at a cost of Rs 68.00 lakh.
Execution of 6 small irrigation projects at a cost of Rs 31.00 lakh. Provided community facilities (school buildings/class rooms, dug wells) at rural areas at a cost of Rs 60.00 lakh.

Acres of land have been developed for small and medium industries and distributed to different industries within the industrial zones of Durgapur other than the large industries.

Development of Mangalpur Industrial Estate, Several sponge iron industries, steel farness, Ferro alloys jute mill, cement grinding units biscuit and bakery manufacturing units have been allotted land and roads and infrastructures provided.

Setting up of Export Promotion Industrial Park at Durgapur with state of Art infrastructures gross area 147 acres, project cost is around Rs 2500 lakh. Already two industries with an investment of Rs 52 crore have set up
their units.
